[Machine] The Messenger of Allah ﷺ said, "Do not report anything except from a ruler, a person in authority, or a troublemaker." So I said to him, "Was he only informing us or was he pretending?" He said, "This is how I heard the Prophet ﷺ saying."  

أحمد:٦٧١٥حَدَّثَنَا أَبُو النَّضْرِ حَدَّثَنَا الْفَرَجُ عَنْ عَبْدِ اللهِ بْنِ عَامِرٍ عَنْ عَمْرِو بْنِ شُعَيْبٍ عَنْ أَبِيهِ عَنْ جَدِّهِ قَالَ

قَالَ رَسُولُ اللهِ ﷺ لَا يَقُصُّ إِلَّا أَمِيرٌ أَوْ مَأْمُورٌ أَوْ مُرَاءٍ فَقُلْتُ لَهُ إِنَّمَا كَانَ يَبْلُغُنَا أَوْ مُتَكَلِّفٌ ؟قَالَ هَكَذَا سَمِعْتُ النَّبِيَّ ﷺ يَقُولُ

[Machine] The Messenger of Allah ﷺ said, "No one should speak except a leader or someone in authority or a disputant." I said to Amr ibn Shuayb, "We used to hear someone affected (by a speech)." He said, "This is what I heard."
