[Machine] The Messenger of Allah ﷺ passed by a man who was saying, "O most merciful of the merciful." So the Messenger of Allah ﷺ said to him, "Ask for surely Allah has looked at you." Al-Fadl bin Isa al-Raqashi is the one who said this, and I fear that his (i.e., the man's) uncle Yazid bin Aban said it. However, I have found a witness for him in the hadith of Abu Umamah al-Bahili.  

الحاكم:١٩٩٥أَخْبَرَنَا أَبُو عَبْدِ اللَّهِ مُحَمَّدُ بْنُ عَبْدِ اللَّهِ الصَّفَّارُ ثنا أَبُو بَكْرِ بْنُ أَبِي الدُّنْيَا حَدَّثَنِي مُحَمَّدُ بْنُ سَهْلِ بْنِ عَسْكَرٍ ثنا سَعِيدُ بْنُ أَبِي مَرْيَمَ أَنْبَأَ نَافِعُ بْنُ يَزِيدَ حَدَّثَنِي يَحْيَى بْنُ أَبِي أُسَيْدٍ عَنِ الْفَضْلِ بْنِ عِيسَى عَنْ عَمِّهِ عَنْ أَنَسِ بْنِ مَالِكٍ قَالَ

مَرَّ رَسُولُ اللَّهِ ﷺ بِرَجُلٍ وَهُوَ يَقُولُ يَا أَرْحَمَ الرَّاحِمِينَ فَقَالَ لَهُ رَسُولُ اللَّهِ ﷺ «سَلْ فَقَدْ نَظَرَ اللَّهُ إِلَيْكَ» الْفَضْلُ بْنُ عِيسَى هُوَ الرَّقَاشِيُّ وَأَخْشَى أَنْ يَكُونَ عَمُّهُ يَزِيدَ بْنَ أَبَانَ إِلَّا أَنِّي قَدْ وَجَدْتُ لَهُ شَاهِدًا مِنْ حَدِيثِ أَبِي أُمَامَةَ الْبَاهِلِيِّ
