[Machine] The houses of Mecca were called "Al-Sawā'ib". Their rent was not paid during the time of the Prophet Muhammad ﷺ , nor during the time of Abu Bakr or Umar. Whoever needed a place to live was provided a house, and those who were self-sufficient would also be provided a place to live. This was a custom that highlights their generosity in providing homes for those in need, even if they had to give up their own homes. Those who were knowledgeable about the situation in Mecca knew about the inheritance and sale practices that occurred there. And Allah knows best.  

البيهقي:١١١٨٦أَخْبَرَنَا أَبُو عَبْدِ اللهِ الْحَافِظُ ثنا أَبُو الْعَبَّاسِ مُحَمَّدُ بْنُ يَعْقُوبَ ثنا مُحَمَّدُ بْنُ إِسْحَاقَ الصَّغَانِيُّ ثنا أَبُو الْجَوَّابِ ثنا سُفْيَانُ عَنْ عُمَرَ بْنِ سَعِيدٍ عَنْ عُثْمَانَ بْنِ أَبِي سُلَيْمَانَ عَنْ عَلْقَمَةَ بْنِ نَضْلَةَ الْكِنَانِيِّ قَالَ

كَانَتْ بُيُوتُ مَكَّةَ تُدْعَى السَّوَائِبَ لَمْ تُبَعْ رِبَاعُهَا فِي زَمَنِ رَسُولِ اللهِ ﷺ وَلَا أَبِي بَكْرٍ وَلَا عُمَرَ مَنِ احْتَاجَ سَكَنَ وَمَنِ اسْتَغْنَى أَسْكَنَ هَذَا مُنْقَطِعٌ وَفِيهِ أَخْبَارٌ عَنْ عَادَتِهِمُ الْكَرِيمَةِ فِي إسْكَانِهِمْ مَا اسْتَغْنَوْا عَنْهُ مِنْ بُيُوتِهِمْ وَقَدْ أَخْبَرَ مَنْ كَانَ أَعْلَمَ بِشَأْنِ مَكَّةَ مِنْهُ عَنْ جَرَيَانِ الْإِرْثِ وَالْبَيْعِ فِيهَا وَاللهُ أَعْلَمُ
