"عنْ عبدِ اللَّه بنِ الزُّبيْرِ وَغيرِه: أَنَّ عُمَرَ بنَ الْخَطَّابِ كَانَ يَقولُ فِى المُوضِحَةِ: لَا يَعْقِلُهَا أَهْلُ القُرَى، وَيَعْقِلُها أَهْلُ البَادِيةِ".
