This hadith has been reported on the authority of Qatada but there is no mention of the words of Abd Uthman.

عَنْ قَتَادَةَ بِهَذَا الإِسْنَادِ مِثْلَهُ وَلَمْ يَذْكُرْ قَوْلَ أَبِي عُثْمَانَ
