The Verse:--"You (true Muslims) are the best of peoples ever raised up for mankind." means, the best of peoples for the people, as you bring them with chains on their necks till they embrace Islam.  

البخاري:٤٥٥٧ – حَدَّثَنَا مُحَمَّدُ بْنُ يُوسُفَ عَنْ سُفْيَانَ عَنْ مَيْسَرَةَ عَنْ أَبِي حَازِمٍ عَنْ أَبِي

هُرَيْرَة َ ؓ {كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ} قَالَ خَيْرَ النَّاسِ لِلنَّاسِ تَأْتُونَ بِهِمْ فِي السَّلاَسِلِ فِي أَعْنَاقِهِمْ حَتَّى يَدْخُلُوا فِي الإِسْلاَمِ

[Machine] Narrated by Abu Huraira, in his statement, Allah the Almighty says: "You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong and believe in Allah." (Surah Al-Imran, 3:110) "You will surely drag them in chains and enter the religion 'Islam'."  

الحاكم:٦٩٨٩ – أَخْبَرَنَا عَلِيُّ بْنُ حَمْشَاذَ الْعَدْلُ ثَنَا أَبُو الْمُثَنَّى وَمُحَمَّدُ بْنُ أَيُّوبَ قَالَا ثَنَا مُحَمَّدُ بْنُ كَثِيرٍ ثَنَا سُفْيَانُ عَنْ مَيْسَرَةَ الْأَشْجَعِيِّ عَنْ أَبِي حَازِمٍ

عَنْ أَبِي هُرَيْرَةَ فِي قَوْلِهِ ﷻ {كُنْتُمْ خَيْرَ أُمَّةِ أُخْرِجَتْ لِلنَّاسِ} [آل عمران 110] «تَجُرُّونَهُمْ بِالسَّلَاسِلِ فَتُدْخِلُونَهُمُ الْإِسْلَامَ»  

هَذَا حَدِيثٌ صَحِيحُ الْإِسْنَادِ وَلَمْ يُخَرِّجَاهُ صحيح
