[Machine] A Muslim man killed a man from the dhimmi (non-Muslim protected) community intentionally, and the case was brought to Uthman. Uthman did not have him killed but enforced a heavy blood money penalty on him, equal to the blood money of a Muslim.  

البيهقي:١٥٩٣١ – أَخْبَرَنَا أَبُو عَبْدِ الرَّحْمَنِ السُّلَمِيُّ وَأَبُو بَكْرِ بْنُ الْحَارِثِ الْفَقِيهُ الْأَصْبَهَانِيُّ قَالَا أنبأ عَلِيُّ بْنُ عُمَرَ الْحَافِظُ ثنا مُحَمَّدُ بْنُ إِسْمَاعِيلَ الْفَارِسِيُّ ثنا إِسْحَاقُ بْنُ إِبْرَاهِيمَ أنبأ عَبْدُ الرَّزَّاقِ عَنْ مَعْمَرٍ عَنِ الزُّهْرِيِّ عَنْ سَالِمٍ عَنِ ابْنِ عُمَرَ ؓ

أَنَّ رَجُلًا مُسْلِمًا قَتَلَ رَجُلًا مِنْ أَهْلِ الذِّمَّةِ عَمْدًا وَرُفِعَ إِلَى عُثْمَانَ ؓ فَلَمْ يقْتُلْهُ وَغَلَّظَ عَلَيْهِ الدِّيَةَ مِثْلَ دِيَةِ الْمُسْلِمِ
