[Machine] "Some people among you go to their business or to collect taxes or for a journey, and they shorten the prayer. So do not do that, for the prayer is only to be shortened by those who are ill, or in the presence of an enemy." Abu 'Ubayd said: "Ibn 'Ulayyah narrated to us from Ayyub from Abu Qilabah who said: 'I heard from someone who read the Book of 'Uthman or had it recited to him that Abu 'Ubayd said: 'The 'hashr' (mentioned in the narration) refers to the people who take their animals out to graze. And according to some scholars, it is not permissible to shorten the prayer except for those whose absence [from their homes] is such that it could be considered as travel.'"
أَنَّ نَاسًا مِنْكُمْ يَخْرُجُونَ إِلَى سَوَادِهِمْ إِمَّا فِي تِجَارَةٍ وَإِمَّا فِي جِبَايَةٍ وَإِمَّا فِي حَشْرٍ فَيَقْصُرُونَ الصَّلَاةَ فَلَا تَفْعَلُوا فَإِنَّمَا يَقْصُرُ الصَّلَاةَ مَنْ كَانَ شَاخِصًا أَوْ بِحَضْرَةِ عَدُوٍّ وَقَالَ أَبُو عُبَيْدٍ حَدَّثَنَاهُ ابْنُ عُلَيَّةَ عَنْ أَيُّوبَ عَنْ أَبِي قِلَابَةَ قَالَ حَدَّثَنِي مَنْ قَرَأَ كِتَابَ عُثْمَانَ أَوْ قُرِئَ عَلَيْهِ بِذَلِكَ قَالَ أَبُو عُبَيْدٍ قَوْلُهُ الْحَشْرُ هُمُ الْقَوْمُ يَخْرُجُونَ بِدَوَابِّهِمْ إِلَى الْمَرْعَى وَفِيهِ مِنَ الْفِقْهِ أَنَّهُ لَمْ يَرَ التَّقْصِيرَ إِلَّا لِمَنْ كَانَتْ غَيْبَتُهُ تَبْلُغُ أَنْ تَكُونَ سَفَرًا
